Camp Humphreys and Osan AB

Camp Humphreys and Osan Air Base are two installations in South Korea with two housing offices. This page is for service members of any branch assigned to either one. The rates table prints rental ceilings, the utility allowance, and MIHA from the DTMO OHA Rate Lookup. Do not copy a rule from one office onto the other.

1. Housing: OHA, not BAH

Off base, housing money for a service member is Overseas Housing Allowance. DTMO reimburses rent up to the lease or the allowance, whichever is less. Check current rate on the DTMO OHA Rate Lookup after the gaining housing office confirms the locality. The DTMO OHA Rate Lookup lists Camp Humphreys (formerly Pyongtaek) and Osan AB (incl Camp Humphreys) as the same locality, KR025.

2. Camp Humphreys

The Humphreys housing division says about 40 percent of command-sponsored families live on post. It says incoming accompanied service members are required to live in government housing on post, and it also says family housing has consistently been over 95 percent occupied, so current incoming command-sponsored families may live off post. Key billet and key essential positions are described as required on post. Read both sentences. Ask the office which one applies to you on the day you arrive.

The housing office phone is +82-50-3357-2647. Email [email protected]. Hours are Monday to Wednesday and Friday 8:00 a.m. to 12:30 p.m. and 1:30 p.m. to 4:00 p.m. Thursday opens at 9:00 a.m., and the office is closed 8:00 a.m. to 1:30 p.m. every second Thursday for training. Off-post briefings are Tuesdays and Thursdays at 2:00 p.m. The page says the brief is for service members, accompanied or not, and for Department of the Army civilians.

People authorized off post get a registered realtor list. Lease review and the housing-allowance paperwork are done at this office. The page says apartments are not American-sized and that storage for extra household goods may not exist. It says housing can issue most furniture for a command-sponsored family. No rent figure is printed.

Unaccompanied rules on that page say E-7 and above are assigned senior leader quarters if occupancy is below 95 percent, and are given off-post instructions if occupancy is over 95 percent. Pets are not authorized for unaccompanied personnel. The page is written around Army in-processing. Another service should ask this office what applies.

3. Osan Air Base

The installation finding-a-home page (secondary source) says housing cannot be secured until you arrive, and that living off base is not guaranteed. It lists 11 unaccompanied dormitories, 3 military family housing towers, and 4 senior leader townhouse complexes. It says Osan has an on-base-first policy: if occupancy is not at least 95 percent, an exception to policy is required to move off base.

It gives these tower sizes, which are floor areas, not rents:

The page says bedroom count follows the housing instruction, and that you are not placed in a smaller unit unless you accept it. Declining an available family unit leads to lodging or rent you pay yourself. If no unit is projected within 30 days and you do not want to wait, the office can issue a non-availability letter. An exception to live off base is not guaranteed. The page says the installation can approve or disapprove it.

Off-base briefs are Monday, Wednesday, and Friday at 8:00 a.m. Do not sign a lease before the brief. The page says doing so can make OHA non-reimbursable. Command-sponsored members need the non-availability letter before they attend.

TLA, from that page, with no daily dollar amount: command-sponsored members waiting for family housing may be authorized up to 60 days. Members moving off base may be authorized up to 10 days, claimed every 10 days. Extra TLA needs written approval and is not guaranteed. Check current rate with finance.

Loaner furniture for command-sponsored families is based on family size and must be returned within 90 days. Unaccompanied members off base may keep loaner furniture for the tour. Delivery and pickup are once each.

The Air Force housing page says the base is required to keep military family housing at 98 percent occupancy, which can limit the choice to live off base. It names three DoDEA schools on base: Osan American Elementary (DSN 315-784-6912), Osan American Middle (DSN 315-784-7256), and Osan American High (DSN 315-784-9076). No tuition figure is printed.

Pets are not allowed in the dorms, except fish in a tank of up to 10 gallons. The force support page advises against bringing a pet if you might be assigned a dorm, because pet lodging while you wait on an exception is not reimbursed. The exception might be disapproved.

Before you sign

1. Use the housing office on your orders. Humphreys and Osan do not share a briefing.
2. Ask whether on-post housing is available before you look off post. Occupancy rules on both pages can keep you on the installation.
3. At Osan, do not sign before the off-base brief.
4. Confirm you are in locality KR025. Compare the lease with your pay grade in the rates table. Check current rate on the DTMO OHA Rate Lookup if the pay period has changed.
