Temporary duty, or TDY, is travel away from your station for the trip in your orders. It is not a PCS. The money rules are in the Joint Travel Regulations. DTMO says the JTR sets travel and transportation allowances for uniformed service members, Department of War civilian employees, and others traveling at department expense. The JTR is published monthly, and policy can change during the month. The cover letter of each issue lists the changes. This page does not print a per diem rate. Use the per diem lookup.
The voucher
DFAS explains the voucher on Completing your TDY travel voucher. An incomplete or inaccurate voucher can delay or prevent payment.
- If the authorization was created in the Defense Travel System, the voucher must be completed in DTS. DFAS says DTS is the most common payment system for TDY.
- DTS is the online system that automates TDY travel. DFAS says travelers use it to create authorizations, book reservations, receive approval, generate vouchers, and direct payment to a bank account and a government travel charge card.
- Documents are submitted, processed, and approved at the organization that funds the travel. After that approving official signs, payment goes electronically to DFAS and then by direct deposit to the traveler’s bank.
- Log in from the DTS link on the DTMO site. When this page was checked, defensetravel.dod.mil opened that DTMO site.
If you are not using DTS, DFAS points to SmartVoucher, which walks through questions and creates DD Form 1351-2. DFAS says SmartVoucher is not for people using DTS. The form, with your orders, tells DFAS what to reimburse for allowances, per diem, and expenses. Print it for the signatures DFAS requires, and include the supporting documents the tool lists. Instructions are on the DFAS page linked above.
Local business rules can add steps. DTMO says to use your chain of command or the local finance, transportation, or personnel office before you treat a summary as the last word.
