Ramstein AB

Ramstein Air Base is part of the Kaiserslautern Military Community in Germany. The housing office serves accompanied personnel from every service, plus Department of Defense civilians looking off base. The rates table prints rental ceilings, the utility allowance, and MIHA from the DTMO OHA Rate Lookup.

1. Housing: OHA, not BAH

Off base, housing money for a service member is Overseas Housing Allowance. DTMO describes OHA as a cost-reimbursement allowance with three parts: rent, a utility and recurring maintenance allowance, and a move-in housing allowance (MIHA). You are reimbursed for rent up to the lease or the allowance, whichever is less. Check current rate on the DTMO OHA Rate Lookup after the housing office confirms the locality.

The February 2025 newcomer briefing says a service member assigned to the KMC must use a rental agreement approved by housing management before entitlements start. It says a security deposit is usually equal to one month of rent and can be up to three months, and that it cannot be used as the last month of rent. Ask a housing counselor about advance OHA for a deposit or advance rent. The briefing says an Army member uses a DA Form 4187 through the personnel office for that request, and other members use an AF Form 1039 before finance. No advance amount is printed here.

The same briefing says a 19 percent value-added tax is levied on utility bills, with water at 7 percent, and that a Utilities Tax Avoidance Program exists. Contact the VAT office. This page does not print a utility bill.

The Air Force housing page says the office no longer validates rental rates. It also says a realtor finder's fee is rarely reimbursed, and that you must ask the housing office for authorization before you sign if you want to request reimbursement.

2. Government housing and the office

The housing page lists government housing at Ramstein, Vogelweh, and Landstuhl: stairwell buildings of three and four stories, and townhouses. It says units have 110-volt and 220-volt outlets. Loaner furnishings are limited to 90 days. About 10,500 rental units are described within a 20-mile radius, in about 300 villages. One-, two-, and three-bedroom units are available. Four bedrooms and larger are described as harder to find.

You must complete an in-person housing briefing within 48 hours of arrival. Ramstein's housing office page says briefings are at 0900 on Mondays, Tuesdays, and Thursdays at the KMC office, and on Wednesdays at Ramstein during newcomers orientation. Applications may be emailed to [email protected] no more than 30 days before arrival, with PCS orders. The office does not serve military contractors.

Unaccompanied rules on the Air Force housing page are written by service. It says unaccompanied Army personnel in grades E-6 and below are required to live in Army barracks unless Army housing issues a statement of non-availability. It says unaccompanied Air Force members in grades E-1 to E-3, and E-4 with less than three years, report to the dorm reception center. Another service should ask the housing office what applies. The Army unaccompanied phone numbers on that page and on Ramstein's own page do not match. Use the number the office gives you.

The February 2025 briefing says TLA is reviewed in 15-day increments and that refusing available government quarters stops TLA. It does not print a TLA amount. Check current rate with finance.

3. Schools

The housing page does not name a school. It points families to the Kaiserslautern District Superintendent's Office. This page does not print a tuition figure.

This is not a budget you can close. The deposit line is the housing briefing's range, not a market average.

Before you sign

1. Attend the housing briefing within 48 hours, before you sign.
2. Use the housing-office rental agreement. Entitlements do not start until it is approved.
3. Confirm the locality with the housing office. Compare the lease with your pay grade in the rates table. Check current rate on the DTMO OHA Rate Lookup if the pay period has changed.
4. Ask which office hours are current.
5. Ask about the utilities tax relief program before the first utility bill.
